The Confederation of Real Estate Developers Association of India, CREDAI Hyderabad leadership team led by Mr. P. Rama Krishna Rao, President, CREDAI Hyderabad ; Mr. V. Rajashekar Reddy, General Secretary, CREDAI Hyderabad along with the Managing Committee members of CREDAI Hyderabad hailed the Telangana Government for launching Telangana State Building Permission Approval and Self Certification System (TS-bPASS) portal for building and layout permissions, in a transparent time-bound manner.
TS-bPASS is a pioneering and revolutionary reform introduced by Telangana State, doing away with endless wait and bureaucratic hurdles in obtaining building permissions, making approval more user-friendly by providing a streamlined online system for hassle-free, time-bound speedy approvals. CREDAI Hyderabad played a pivotal role in the formulation of the policy, with a thorough evaluation and inputs from all stakeholders for the smooth execution of TS-bPASS.
The TS-bPASS was a self-certification system to make citizens responsible and ensure that they adhere to the building and layout permission rules of the State government. As per the new law, people constructing a building within 75 sq. yards land need not obtain any permission from the authorities concerned. However, they must register with the urban local body using TS-bPASS. Similarly, citizens can obtain instant permission for constructions to an extent of 75 sq. yards to 600 sq. yards through self-certification under TS-bPASS and commence their construction work.
The authorities concerned will examine the applications seeking permissions for building constructions in an area of more than 600 sq. yards and issue necessary permissions within 21 days. In case of shortfall of any documents, the same will be intimated to the applicant within 10 days. Under the new Act, all municipalities including GHMC/HMDA are mandated to clear all the building permit applications within the stipulated 21 days failing which the permission is deemed to have been approved. An automated certificate will be issued to the applicant with the signatures of relevant authorities including the municipal commissioner and the town planning officer on behalf of the municipality concerned, to enable them to obtain bank loans or other financial assistance. The occupancy certificates also will be issued within 15 days upon submitting relevant documents.
According to Mr. R K Rao, President CREDAI Hyderabad, “We welcome the launch of TS-bPASS, a pioneering initiative by the state government to provide, a single-window approval process for the real estate sector. This will help to reduce human interference and bring transparency in issuing building permissions in a time-bound manner through a process of self-certification. CREDAI Hyderabad has played a pivotal role in the formulation of this policy by facilitating thorough research, study of best practices across the country, and discussions with all the stakeholders, for six months to help draft the policy. It also simplifies the documentation by introducing a single Application Form for NOC across all departments. Time is of the essence to the construction business and the State government has considered our request. On the revenue side, the state government has introduced Telangana Rights inland and pattadar passbooks act (TRLPP), 2020 to provide accountable and responsive revenue administration in the public interest. This paves the way for registration and instantaneous mutation of agricultural lands by a tahsildar, further benefitting the sector. Even Dharani ensured that land transactions were transparent and corruption-free. These initiatives by the proactive and visionary leadership in the state will certainly attract investments from builders across the country as they significantly increase the ease of doing business and rake in transparency.”
He further added, “Further, the GRID policy launched by the state Government will further facilitate the decluttering of the development across the city, reducing the pressure on existing physical infrastructure and aid in the overall development of the city. With the pro-active governance, we are confident that Hyderabad will see the fastest growth in development, particularly in the Real Estate sector, as the world recovers from COVID-19. The buyers should move forward and benefit from the prevailing low real estate prices in the city.”
Adding to this Mr. V. Rajashekar Reddy, General Secretary, CREDAI Hyderabad said, “We are extremely delighted at the series of measures taken by the Government of Telangana to help the real estate sector over the last few months. The government has swiftly acted on the Revenue side by making the right moves in making registration and mutation of agricultural and non-agricultural properties easier, more transparent, and accountable. On the front of the approval, the introduction of TS-bPASS will go a long way in streamlining the process of approvals in a time bound manner. We are sure, with these reforms, efforts to attract investments by driving policy initiatives ensuring ease of doing business, the real estate sector will see massive surge inactivity and will drive the growth and employment generation in the state.”
Mr. V Rajashekar Reddy further added, “Due to the proactive and industry friendly policies of Government, the state has attracted investment over 1.96 Lakh Crores over the last 5 years. In August, the state has attracted investments totalling Rs 5,950 crore across sectors. With Amazon Web Services (AWS) committing over Rs. 20,761 Crores in setting up multiple data centers across the state, investments by Laurus and Granules in expanding capacity, OnePlus opening the largest manufacturing unit, the state will witness a massive surge in job creation and demand for commercial and residential real estate. With more investments expected over the next few months as several companies are holding talks with the State government seeking necessary land and other support in terms of infrastructure and incentives. Hyderabad ranks as the best Aerospace city for the Future and rated as the best cities to live in, by Mercer for 5 years continuously, we are sure this will take the state on a path of exponential growth in 2021 and beyond. Apart from the conducive business progress, the city also offers the lowest cost of living and rental cost amongst the industrial hubs in Asia. The city has seen the highest number of launches for commercial real estate, backed by rapid absorption in Q3 FY 21. In the present scenario, we have a limited inventory of real-estate available, and buyers should pick up the flat/commercial space of their choice now, or the rates will rise many-fold.”

– TS-bPASS will procure clearances from various departments such as fire services, electricity boards, traffic and planning departments, through a single window.
– Acceptance of self-certification of buildings constructed up to ground plus one floor (G+1) on a plot area of under 675 sqft.

– A robust, secure and progressive regulatory website to oversee the approval process
